American Saddlebred Registry, Association announce fee revisions!
Lexington, Kentucky – The American Saddlebred Horse Association and American Saddlebred Registry today announced revisions to its schedule of fees that will begin to be implemented on October 1, 2007.
This will be the first extensive modification in fees in ten years or more. Significant savings are provided to breeders who register foals early, to owners who transfer registrations in a timely manner, to members who affiliate with their local Charter and/or Youth Clubs and to those who renew their memberships prior to December 1.
The fee to transfer a Saddlebred will remain at $50, but late fees of $10 per month will begin to accrue 30 days after a horse is sold, rather than at 90 days in the current schedule.
The maximum penalty remains at $200. The new practice will apply to any horse sold after September 15.
The current fee schedule will apply to horses sold between January 1 and September 15, 2007, provided the transfer is received by the Registry on or before December 31, 2007.
Fees for registration will remain the same for all foals with foaling dates of January 1, 2007, through August 1, 2007, provided their applications for registration are received by the Registry on or before December 31, 2007.
A new fee schedule will apply to foals with foaling dates after August 1, 2007, beginning October 1, 2007.
The registration fee of $35 will remain unchanged for foals from birth up to three months of age. A $10 increase in fee, from $35 to $45, will apply to foals of three months up to six months of age.
A $5 increase in fee, from $50 to $55, will apply to foals from six months up to nine months of age.
A $15 increase, from $50 to $65, will apply to foals from nine months to 12 months of age.
Except for a grace period through the end of 2007, a $100 increase, from $150 to $250, will apply to those Saddlebreds aged 12 months up to 24 months, and the fee will rise to $500 from $250 for horses 24 months of age and over.
Petra Green, Sr. Registry Supervisor, noted that a flat fee of $150 per registration will remain and be charged for all horses aged 12 months and over for the remainder of this year, provided such an application is received by the Registry on or before December 31, 2007.
Otherwise, the new fee schedule will apply as of October 1, 2007, to applicants with foaling dates after August 1, 2007, and if documents are not received by December 31 for foals of 2006 and earlier.
A new fee schedule for late filing penalties appears on Stallion Service Reports mailed earlier this month.
All Stallion Service Reports are due no later than October 31 each year. Henceforth, penalties for late filing will increase according to when the report is filed, replacing a standard late fee of $100 that did not depend on the date filed.
The new penalty is $25 for filing up to ten days late, $50 for 11-20 days late, $75 for 21-30 days late, $200 for 31-60 days late and $300 for 61 days or more late.
No exceptions can be made to these penalties. Once filed, a Stallion Service Report can be amended without further penalty.
Other Registry fee changes as of October 1 include increases in the charges for a duplicate registration certificate, from $35 to $50; for changes of name, from $125 to $200; for certified mail, from $5 to $10; for express mail, from $15 to $20.
New fees will be charged for reactivating a transfer or registration file that has been pending action by the member for 12 months or more ($50), and for immediate attention, a member requiring an urgent matter to be handled ahead of the normal process ($50).
Fees for DNA/Blood-typing kits remain at $50; however, additional kits will be provided for an added charge of $25 each.
Some membership dues in the American Saddlebred Horse Association are also being modified.
Effective February 1, 2008, Life Memberships will increase to $2,500 from $1,500.
Effective December 1, 2007, Senior Memberships will increase to $70 from $60; Junior/Youth, to $30 from $25; and Special Junior, to $60 from $50.
Memberships will remain the same for those with Charter Club and Youth Club affiliate memberships, in order to provide an incentive for Saddlebred enthusiasts to support their local club.
Also, effective December 1, 2007, new three-year memberships will be offered for Seniors, Junior/Youth and Special Juniors at $210, $90 and $180 respectively.
While no discounts are offered for the three-year purchase, both members and the Association will avoid the expense and effort of annual renewals, resulting in a savings of time and money for all.
According to Alan F. Balch, Executive Secretary of the Association and Registrar of the Registry, these changes were studied carefully by staff and discussed at great length by the directors of both organizations before being enacted by the boards.
“The directors unanimously felt they were overdue.
In most cases, the fees have not been altered at all for ten years, and in some cases much longer.
Costs have risen significantly in that time.
Were it not for the very efficient corporate reorganization adopted in 2005, we would have had to raise fees before now, but as we all know, expenses continue to rise and our income has to keep pace.”
In addition, Balch noted that the directors resolved to routinely review fees at least every two years from this point forward, so that changes can be considered with greater regularity.

Chapter III. Amateurs and Professionals. Article 808. Amateur Status 1. Regardless of one's equestrian skills and/or accomplishments, a person is an amateur for all competitions conduction under Federation rules who after his/her 18th birthday, as defined in Art. 107, has not engaged in any of the following activities which would make him/her a professional(for professionals wishing to be re-classified as amateurs, see Art. 810.2.1): a)Accepts remuneration for riding, driving, showing in halter/in hand, training, schooling or conducting clinics or seminars. b) Accepts remuneration for giving instructions in equitation or horse training. (Persons acting as counselors at summer camps, who are not hired in the exclusive capacity of riding instructors are excluded and persons giving instruction and training to the handicapped). c)Accepts remuneration for employment in other capacity (e.g., secretary, bookkeeper, veterinarian, groom, farrier) and gives instruction, rides, drives, shows in halter/in hand, trains or schools horses, other than horses actually owned or leased by him/her, when his/her employer or a member of the family of said employer or a corporation which a member of his/her family controls, owns, boards or trains said horses. d)Accepts remuneration for the use of his or her name, photograph or other form of personal association as a horseman in connection with any advertisement or article to be sold. e)Accepts prize money in equitation or showmanship classes. Prize money may be accepted by amateur riders in Dressage. F) Rides, drives or shows in Halter/in hand competitions, any horse for which he/she or a member of his/her family or a corporation which a member of his.her family controls, receives remuneration for boarding, training, riding driving or showing in halter/in hand. g)Gives instruction to any person or rides, drives or shows in halter/in hand in competitions any horse, for which activity another person in his/her family or corporation which a member of his /her family controls will receive remuneration for the activity. h) Accepts remuneration, as defined in Art. 808.2.d, for selling horses/ponies ,acts as a paid agent in the sale of horses/ponies or takes horses/ponies on consignment for the purpose of sale or training other than those owned wholly or in part by him/her or by a member of his.her family or farm.ranch.syndicate.partnership/corporation which he/she or a member of his/her family controls. i) For Amateurs in Jumper Sections, See Art. 2702.8 2) The following activities do not affect the amateur status of a person who is otherwise qualified: a) The writing of books or articles pertaining to horses. b) Accepting remuneration for officiating as a judge, steward, technical delegate, course designer, announcer or participating as a TV commentator, or accepting bona fied remuneration for services as a veterinarian, groom, farrier, tack shop operator or breeder, or for accepting bona fide remuneration for boarding services. c)Accepting reimbursement for expenses without profit. d)Accepting a token of appreciation, other than money, for riding, driving, or showing in halter/in hand.(Note: Horse board, prize money, partial support or objects of more than $300.00 are considered remuneration, not small tokens of appreciation). e) Having the occupation of veterinarian, groom, farrier or owning a tack shop or breeding or boarding stable in itself, does not affect the amateur status of a person who is otherwise qualified.
1. Every person who has reached his/her 18th birthday and competes in classes for amateurs under Federation rules must possess current amateur certification issued by the Federation. This certification must be available for inspection or the competitor must have lodged with the competition secretary ,at least one hour prior to such class, an application for such certification provided by the Federation. Forms may be obtained from the Federation. Certification will be issued only on receipt of the application properly signed and is revocable at any time for cause. Any person who has not reaached his/her 18th birthday is an amateur and does not require amateur certification. 2. An amateur continues to be such until he/she has received a change in status from the Federation. Any amateur who wishes to be re-classified on the grounds that he/she has engaged or is planning on engaging in activities which would prevent him/her from continuing to remain an amateur must notify the Federation in writing. 3. There is no fee for amateur certification fro Senior Active or Life Members. An annual fee of $30.00 will be charged for an amateur card or amateur certification for an individual who is not a member of th USA Equestrian or CEF, Such certification will expire on November 30th. 4. In the event that a person holds an unrevoked certification but does not have it in his/her immediate possession, the competition secretary may accept a signed affidavit to that effect which must be submitted to the Federation. 5. If a person vioates or does not comply with the above, he/she will not be eligible to compete in amateur classes and will not be entitled to an award in such classes and will be deemed guilty of a violation within the meaning of Rule VII in the event he/she does compete. 6. In the event a person is found to be a professional as a result of a protest or charge made in connection with a competition all awards won by such person in amateur classes at such competition and subsequent competitions shall be forfeited and returned to the competition and the person shall be subject to further disciplinary action. The holding of an amateur card does not preclude the question of amateur standing being raised bya protest or charge. 7.1 The hearing shall be after ten days notice to all parties concerned. The notice shall contain a brief statement of the facts reporting the postition of the Federation and shall specify the time an dplace at which the hearing is to be held. The person requesting said hearing may attend and bring witnesses, sworn statements or other evidence on his or her behalf. Upon the written request of a representative of the Federation or of the person requesting the names of witnesses and the substance of their testimony. 7.3 The decision of the Hearing Committee or the person or committee designated to jpreside at said hearing shall be final. 7.4 Protests or charges brought in connection with a person's amateur status shall be handled in accordance with the provisions of Rule VI. Article 810. Professional Status 1. a person who engages ih the activites described in Art. 08 is considered a professional for all competitions conducted under Federation rules. 2.1 A professional continues to be such until he/she has received amateur status by a vote of the Hearing Committee. Any professional who wished to be re-classified as an amateur on the grounds that he/she no longer engages in the activities which made him/her a professional must notify the Federation in writing. 2.2 Such person shall submit to the Hearing Committee an amateur application supported by a notarized letter signed by him or her outlining the horse related activities which made said person a professional and the time frame in which thye were performed, two or more notarized letters from Federation members outlining the applicant's activites fro the one year period preceding such written notification and testifying theat the applicant has not engaged in any activities which would make him/her a professional as outlined in Art. 808 during that time period. The burden of proff of proving amateur status is on the applicant. A processing fee of $25. must accompany the request for reinstatement. The Committeee which considered the application may call for and /or consider any and all further evidence and facts which it deems pertinent. The decision of the Hearing Committee on the applicaiton shall be final. 2.3 Any changes of status from professional to amateur, or vice versa shall be published in Equestrian. 3. Any person who under these rules is a professional and knowingly and falsely represents himself/herself to be an amateur in order compete in amateur classes, and any person who violates any of the provisions of this rule will be subject to disciplinary action under Rule VII. 4. An exhibitor who engages a person to ride, drive or show in halter in any amateur class and then remunerates such person above and beyond the extent to which such amateur is entitled as provided above in Art. 808.2 will be subjest to disciplinary action under Rule VII. 5. Effective Dec 1, every horse at a USAE competition has to have an "ID number", Until December first, it's FREE, After that it'll cost you!
SO WARN YOUR FRIENDS and members They can sign up for FREE now. Even if they don't GO to USAE shows, they should get the number When they SELL the horse, the number goes with the horse So, even the ACADEMY horses should get a number, and anything that might get a saddle on it (or a cart)

Next year they'll all have to have a USAE number for their horse - on the entry blank.
An ID number WILL NOT earn them points towards any USAE awards.
NEW RULE CHANGES FOR ASHA
Section V, E. Transfer Without Signature of Recorded Owner - change to read: "Whenever legal title to a registered American Saddlebred passes to another by reason of death of the recorded owner, by a sale or disposal without the Certificate of Registration (unless the Certificate of Registration has been cancelled), by enforcement of any lien, by any order or decree of court, or otherwise by operation of law, the Association may transfer the registration of the horse to the new owner when presented with the following:
1. A copy of a court order, such as a divorce decree, certification of qualification of personal representative of a deceased owner, or other court order, or satisfactory proof of authority for the transfer. In the case of a sale or disposal without the Certificate of Registration, or enforcement of lien, a legal opinion of counsel for the party seeking the transfer that ownership has legally passed to the new owner may be satisfactory proof required; 2. Payment of applicable transfer fees; and 3. Any other requirements which may be defined by the Association in special situations." |
DNA Rule Enforcement It was the unanimous vote of the Board that the get of stallions not in compliance with ASHA Rule III, D., "All breeding stallions must have DNA test results on file prior to December 31, 2002," will not eligible for registration, beginning with applications postmarked after January 1, 2003. Mare owners may check the ASHA Web site, http://www.saddlebred.com/, or call the office, 859.259.2742, to verify that the stallion to which their mare was bred has been converted to DNA.
ASHA Committee Meetings From discussion begun at the February Board meeting about opening up ASHA Committee meetings to the ASHA membership, the following policy is now in effect. An ASHA Member may send a written request to observe a meeting of an ASHA Committee. The request must be received in the ASHA office 10 days prior to the meeting and state the reason the member would like to attend. The Chair of the Committee will review the request and determine whether an invitation to attend will be issued. The policy does not apply to the Executive, Registry, and Finance Committee meetings.
ASHA Membership Requirement At the July Board meeting, there was much discussion about the overwhelming support expressed at the Annual Meeting Open Forum to require those showing in the Saddlebred division at USAE shows to be members of ASHA. The Board has recommended that ASHA membership be required for all owners and trainers participating in the Saddlebred division at "A" rated USA Equestrian shows, beginning in 2003. This proposal will be submitted to USAE as a rule change proposal. Any comments on this proposal should be submitted to USAE and copied to ASHA.
